The Malaysian Institute of Road Safety Research (MIROS) and Alpha International Training & Consultancy today marked a significant milestone in road safety advancement with the formal exchange of a Memorandum of Agreement (MoA) to collaborate in the development and delivery of innovative training programs aimed at enhancing road safety standards in Malaysia and the region.

MIROS which stands for Malaysian Institute of Road Safety Research. It is a government agency under the Ministry of Transport Malaysia that was established to research, develop, and recommend strategies to improve road safety in Malaysia.
The MoA exchange ceremony took place during the Modern Vehicle Expert Consortium (MOVE) Symposium, held in conjunction with Automechanika Kuala Lumpur (AMKL) 2025 at the Kuala Lumpur Convention Centre.
The agreement was exchanged between Associate Professor Ts. Dr. Siti Zaharah binti Ishak, Director-General of MIROS, and Professor Dr. Louis Adaikalam, Chief Executive Officer of Alpha International Training & Consultancy and President of Persatuan Sleep Apnea Malaysia. The occasion was witnessed by YB Datuk Haji Hasbi bin Haji Habibollah, Deputy Minister of Transport Malaysia.
This strategic partnership is aligned with the Minister of Transport’s recent statements on the urgent need to reduce road accidents and implement forward -looking road safety initiatives. In support of these national objectives, MIROS and Alpha International intend to work closely to develop and deliver specialised training programs focused on road safety and related fields.
As the first initiative under this agreement, both parties will jointly implement the Certified Sleep Recovery & Management Programme, an innovative course aimed at addressing the often-overlooked issue of sleep deprivation and its impact on road safety. The programme is designed to raise awareness, promote behavioural change, and equip road users— particularly commercial drivers and transport operators—with tools to manage fatigue effectively.
“The collaboration between MIROS and Alpha International reflects our shared vision for safer roads through capacity building and innovation in training,” said Associate Professor Ts. Dr. Siti Zaharah. “We believe that this partnership will bring about tangible improvements in road safety practices at both national and regional levels.”
The Sleep Recovery and Management programme, is internationally recognized and endorsed by the United Nations under the International Social Security Association (ISSA). This programme is also accredited as a Vision Zero Approved initiative, reinforcing the company’s commitment to health, safety, and well-being in the workplace.
Professor Dr. Louis Adaikalam added, “We are honoured to partner with MIROS in this meaningful endeavour. Together, we aim to provide impactful training solutions that align with evolving industry needs and contribute to Malaysia’s long-term road safety goals.”
The initiatives under this MoA are set to commence in the coming months, beginning with the rollout of the Certified Sleep Recovery & Management Programme.
