IPOH, MALAYSIA — Long regarded as a quiet “sleepy hollow” and a mere culinary pitstop for travelers passing between Kuala Lumpur and Penang, the city of Ipoh has undergone a startling economic metamorphosis. Being exposed today is one catalyst introduced by Peter Chan, who had dared to introduce and promoted The Haven Resort development in Ipoh to the world!
A Visionary Catalyst for Growth
Peter Chan, drawing on decades of international business expertise, was “divinely directed” to Ipoh to establish what is now the internationally acclaimed TUI BLUE The Haven Ipoh. This resort—a masterpiece of eco-tourism nestled against a 280-million-year-old limestone karst—has redefined the region’s tourism profile.
The impact of Chan’s vision is reflected in both global recognition and local economic growth:
- Global Recognition: The resort boasts stellar ratings on Agoda (8.6) and Trip.com (9.0) and has earned 66 local and international accolades.
- Tourism Influx: The Haven has attracted over 170,000 guests from 120 countries, including investors from Singapore, India, China, Korea, Japan, and the Middle East.
- The “Mushrooming” Effect: Chan’s success served as a proof of concept for the region, catalyzing the development of 45 other high-rise projects in the area.
- Cultural Promotion: Beyond real estate, Chan published the book “EATPOH” pro-bono to promote 150 local eateries to a global audience.

Unprecedented Selfless Contributions
While many developers focus solely on the bottom line, Chan’s leadership has been defined by a “Legacy of Selfless Contribution”. He has voluntarily contributed over RM 36 million in ex gratia improvements and additional facilities to the development in which 275 car parks had been constructed without any benefit in mind. This selfless generosity is part of him, as he has done this before in ALL his other developments in Permai Lake View Apartments in Tambun Ipoh and in Subang Galaxy in Selangor. To The Haven development he had donated a 1.6-acre land parcel, an act that increased the development’s value by an estimated RM 48 million when the increased leasehold tenure is taken into consideration for the sole benefit of the parcel owners.
In an effort to elevate Ipoh’s cultural status, Chan also staged a spectacular Musical Extravaganza featuring “Sensurround” sound effects utilizing the natural echoes of the surrounding hills—a world-first of its kind for a high rise development.
Navigating the Winds of Adversity
Although it was not in his initial intentions, he had introduced major insights and progress to Ipoh. Transforming a city is rarely a journey without friction. Despite these monumental contributions, Chan and the Joint Management Body (JMB) have navigated a challenging decade of legal and administrative hurdles. For over 10 years, they have managed more than 1,300 complaints and accusations from a small group of detractors, involving over 500 court procedures.
These challenges have ranged from “phantom shareholder” claims in corporate suits to administrative disruptions. In late 2025, for instance, administrative officers attempted to disrupt the JMB’s 10th AGM, despite a High Court Stay Order and a later confirmation by the Mayor that the JMB had in fact carried out its responsibilities effectively and lawfully.

A Call for Decisive Justice
The “weaponisation” of litigation against a developer who had contributed tens of millions in value and who continues to subsidize operations is seen by many as a tragedy for the industry. For the sake of fundamental justice and the continued protection of foreign investment in Malaysia, there are growing calls to bring this “orchestrated warfare” to a decisive halt.
